The grant from the U.S. Departmenr of Education's Institute of Education Sciences will alloww Heinrich to employ academic staff and at leastg four graduate students each year to work on expandingy the project oothedr cities. Heinrich will continude an evaluation of the tutoring programs MPS offersa as part ofthe district's fulfillment of the federap No Child Left Behind law. The law requirews public schools that have not adequately increaser student academic achievement for three yeare to offer childrenin low-income families the opportunit y to receive extra academi c assistance such as tutoring.
Heinrich's initial research found that Milwaukee's federallyu mandated and funded tutoring program is not necessarilyu reaching the people who need the most nor is it effective in increasinbgstudent achievement. "Our preliminarty results suggest that the students in the tutoringt programs are not performingt any betteron Wisconsin's standardizer tests than eligible students not involvedc with the tutoring," Heinrich said. Heinricb and her co-workers have been conducting the MPS study sincdeApril 2006. The next phase will involve five urban schoo districts infour states: Milwaukee, Chicago, Dallas and Texas.
